Carlos Torres

He was last seen on Monday morning of September first around 9:00-10:30 am, wearing a white t-shirt with yellow sleeves, black shoes, light brown pants and a green and white baseball cap sitting on a chair with his dog in a multifamily private home parking lot. He carries no medications, no cell phone and no identification information with him since he left everything at home. He speaks very little english and has poor eyesight.
