Noel SANTIAGO was abducted with his brother, Daniel (7), by their biological father, Victorio SANTIAGO, from their mother's home on Pearl Harbor. Victorio showed at the residence in violation of a Protection Order his wife was granted by the courts. Victorio and his wife got into an argument and then fled with Noel and Daniel in a rental vehicle. Victorio possibly took Noel and Daniel to the Philippines.
